How to investigate & record data centre impact

Anyone can do the first level. Nobody needs to do the last.

This guide has three levels. Level 1 needs no equipment and no training — a concerned parent and a child can do it, and it produces real, usable evidence. Level 2 adds a phone and a bit of method. Level 3 is for people with proper instruments, or training, or both.

Start wherever you are. A dated photograph from a footpath is worth more than a risky measurement nobody should have taken. Your safety is worth more than any data point.

Read this before you go anywhere near a site
Never enter private land. Never climb a fence, a bank, a structure or a barrier. Never go near fast-moving, deep or steep-sided water. Never go alone at night. View everything from a public road, path, or your own property. A photo taken safely from public ground is evidence. A photo taken from somewhere you shouldn't be is a trespass charge — and a risk to your life that no measurement is worth.

Level 1 — Anyone

No equipment · no training · no risk

A concerned parent with a child. A neighbour. Anyone with a phone and eyes.

This is pure observation, and it is genuinely valuable. Most of what's wrong with a data centre shows up to anyone paying attention — you just have to write it down with dates and times. A record of "when" is what turns an impression into evidence.

What to watch for and note

The one tool: a dated photograph

Stand in the same safe spot each time. Include something fixed in the frame — a gate, a pole, a rooftop — so the pictures compare. Keep the originals with their timestamps; don't crop or send through apps that strip the date. A run of photos from the same footpath over weeks is a record nobody can argue with.

Every one of these goes on the form as a report. Dates and times are the gold.

Level 1 safety

Level 2 — The committed citizen

A phone, or low-cost kit · a bit of method

Someone willing to learn a simple method and do it repeatedly.

Here you start putting numbers on things — knowing that a phone is a first look, not proof. Recorded honestly, that's still useful: it shows where the real instruments should go next.

Kit

Sound / noise

A phone app reads dB(A) and is indicative only — phone microphones roll off at low frequency, so they can't properly capture the deep hum that cooling and generators produce. Use it to decide where a proper meter should go. Record the reading, the time (night matters most), and where you stood.

Light

A phone lux app reads brightness at your position — rough, but real. Better still is the fixed-spot photograph from Level 1, done with locked manual settings (same ISO, shutter, aperture every time) so the images truly compare. Note direction and whether the source is directly visible.

Air — log the generator tests

You can't measure air quality with a phone, and anyone who says otherwise is wrong. But a generator test is an event, and events can be logged precisely: date, start, finish, what you heard, saw and smelled, and the wind direction. That dated log is a factual record — and it can be checked against the site's licence conditions.

Level 3 — Trained & equipped

Calibrated instruments · training · partnership

An acoustician, an environmental scientist, a trained activist — or a citizen working with one.

This is evidence-grade work, and its value comes from being done properly. If you're not trained, the move here isn't to do it yourself — it's to partner with someone who is. A university department, an acoustic consultant, an environmental scientist. Citizen data opens the door; a professional walks through it.

Sound — calibrated

Kit

Capture dB(A), dB(C) and the low-frequency bands, L-night, and calibrate before and after. The full protocol — mic height, distance, duration, weather limits — is in the field guide.

Light — calibrated

A lux meter for illuminance at the boundary, or a Sky Quality Meter for night-sky brightness (astronomy clubs often lend these). Compare against the site's planning lighting conditions — a breach of a stated condition is a straightforward enforcement complaint to the council.

Water — sampling upstream and downstream

Water is where people get hurt. Read this twice.
Moving water is far stronger than it looks. Discharge points can be in fast, deep, or steep-sided places. Do not sample at or near the outfall pipe itself. Do not enter water. Do not go down a bank. Do not go alone. If a safe, dry, public-access point isn't available, the answer is: don't take the sample. No water result is worth a drowning.

The principle is simple and powerful: a sample upstream of a discharge and one downstream, taken the same day, show what the discharge changed. Temperature, clarity, pH, whatever your kit measures. The difference is the finding.

How to sample safely

  1. Only from a safe, dry, publicly accessible point — a bridge, a bank you can stand on without climbing, a spot where you're never at the water's edge in a risky way.
  2. Never alone. Always with at least one other person, who stays on dry ground watching.
  3. Upstream first, then downstream, so you don't carry disturbance up.
  4. Record everything: exact location, date, time, weather, water conditions, and the equipment used.
  5. Note the receiving water's name — river or estuary — so results can be tied to official monitoring later.

The rule that runs through all three levels

A measurement is evidence of a sound level, a brightness, a temperature. It is not proof of an illness or a crime. Record what you measured, grade it honestly (observation, phone, or calibrated), and let the evidence stack up. Overclaiming is how good work gets dismissed. Careful work is what can't be.

And health stays out. This is public. Don't publish health information anywhere — keep your own records privately instead.
